These enchanting tulle tutus are perfect for flower girl wedding outfits, ballet practice, imaginative play, or everyday fun. Involve the kids—even little ones can lay out fabric and tie strips onto the elastic, building skills and excitement along the way. As a parent who's crafted dozens of these for family events, including one for my son's dress-up adventures, I can attest they're simple, durable, and delightfully twirl-worthy.

Cut elastic to your child's waist measurement minus 4 inches for stretch. For example, my son's 21-inch waist needed a 17-inch piece. Overlap the ends, pin, and sew securely by hand or machine to form a loop.
Measure for the perfect fit. Average waist sizes: 12-18 months = 15½"; 2T = 16”; 3T = 16½”.

Cut strips twice your desired tutu length from 6-inch-wide tulle rolls.
Short tutu: 3-4 rolls into 22" strips (more rolls = fuller skirt).
Long tutu: 7-8 rolls into age-based strips—12-18 months = 24"; 2T = 30"; 3T = 35"; 4T = 38"; 5T = 42"; 6T = 46"; 7 years = 50"; 8 years = 54". These reach ankles, not floor.
Avoid long tutus for kids under 3—they can trip easily.

Fold a tulle strip in half to form a loop.

Pass the loop under the elastic from inside out, so loose ends hang below and loop sits above.

Grab both loose ends and pull them through the loop above the elastic.

Pull tight to secure the knot. Repeat with all strips.


Periodically push knots together to stretch the elastic, making room for more strips. Continue until the elastic is fully covered for a lush, full tutu.



For a two-tier look, cut 2-3 rolls into strips 8-10" shorter than the first layer. Tie them between existing knots until the base layer is hidden. Embellish with satin ribbon for extra flair.
