
If you have a black shirt, pants, and shoes, you're already halfway to a purr-fect costume. As a crafting enthusiast who's made dozens of Halloween outfits, this simple project uses basic supplies like tulle fabric, elastic, and black makeup for a professional-looking result.

We'll create five tulle tutus: one for the waist, wrists, and ankles. Measure the wearer's wrists, ankles, and waist. Use 1-inch elastic for the waist and ½-inch elastic for wrists and ankles.

Subtract 1 inch from the waist measurement and cut the elastic to that length. For wrists and ankles, subtract ½ inch from each measurement and cut. Sew the ends securely using a sewing machine or needle and thread. Repeat for all cuffs.

For wrist and ankle cuffs, cut stacks of tulle pieces 5 to 6 inches long. For the waist tutu, cut pieces 10 to 12 inches long.

Tie the tulle strips onto the elastic with tight double knots, covering the entire circumference of each cuff evenly.

Gently fluff the tulle until it fans out beautifully. Repeat the process for all elastics.

Cut a pipe cleaner in half and wrap it around a headband to form cute triangle ears.

Layer with a black shirt, black pants or leggings, and black shoes. Finish with eyeliner to draw a nose and whiskers for that authentic cat look.
