Everyone loves the iconic flapper dress for its stylish flair and fun vibe—it's a timeless Halloween hit. As a parent and DIY crafter with years of experience making kid-friendly costumes, I can vouch that this one is straightforward, using affordable materials anyone can source.

Measure from your child's armpit to the knee, adding 2 inches for the elastic casing and hem. Cut a 44-inch-wide rectangle of fabric to that length. Fold the top edge down 1-1/2” and press with a hot iron to form the casing. Add fringe rows to the dress front, sewing them with a machine or securing with permanent fabric glue.

Fold the fabric in half widthwise and sew the back seam to shape the dress.

Cut four 18" ribbon pieces for shoulder ties. Fold over the pressed 1-1/2" casing. Pin ribbons 5" from each side, one per front and back panel, to tie at the shoulders.

Sew 1/4” from the top and bottom of the casing to secure ribbons and form the elastic channel, leaving a 2” opening. Measure your child's chest circumference, subtract 2 inches for a snug fit, and cut elastic to length. Pin a safety pin to one end and thread through the casing. Overlap ends securely.

Sew the elastic ends together firmly and close the casing opening.

Fold and hem the bottom edge, then attach feather boas for glamorous flair—your flapper is ready to shine!
