Begin by cutting tissue paper to 10" x 28". Fold it in half, then cut 1/2" wide strips on both ends, as shown in the photo, leaving the center intact for rolling.

Unfold the tissue paper and roll it tightly into a long tube.

Fold the rolled tissue paper in half to form a U-shape.

Twist the folded end of the tissue paper to form the tassel head, keeping a small loop at the top for threading later.

Make additional tassels as needed. Thread them onto yarn or string using the loops, then secure with hot glue. Tie the tassel strands to the bottom of the heart balloon.

Add a satin ribbon bow for extra charm, if desired. Download and print the balloon tag template, then attach it to the balloon knot for a personalized touch.
