Gather your tools and materials. Use a small plate as a guide to trace a circle onto cardboard.

Carefully cut out the cardboard circle.

Trace the cardboard circle onto the back of your fabric.

Cut at least half an inch beyond the traced outline.

Place the cardboard circle upside down in the fabric's center. Fold the excess fabric over the back and secure with hot glue.

Paint each wooden clip inside and out, except the back where it attaches to the fabric.

Turn over the fabric-covered circle and evenly space the clips around the edge, facing outward with half touching the fabric.

Apply glue to the center of the dowel's back, covering half the clip, and press firmly into place.

Tie a knot in a ribbon and attach it to the top clip for easy hanging.
